The main beneficiaries of the rehabilitation of infrastructure are the local, national and international users of the transport network, the citizens from Cluj and Maramures counties, the local communities and the public services. DN 1C is part of the Trans-European Transport Network. The project is co-financed through the Operational Sectorial Program of Transport 2007-2013, within the priority 2 Axis.

Romania had EUR 20 billion allocated through the cohesion policy funds during 2007-2013. They contributed to the construction of 368 km road and the rehabilitation of other 1,900 km.
